Founded in 1981, the National Institute for Public Policy is a think tank focused U.S. policies in a non-bipolar world, including new deterrence models.[1] It does have an established U.S. government contract for task orders for professional services.[1] The Institute was founded by Keith Payne, who took over from William Van Cleave as Director of the Department of Defense and Strategic Studies, Missouri State University.
Among its areas of research are nuclear warfare and ballistic missile defense, about which Political Research Associates says it is an influential part of a network of right-wing groups. [2]
