Initial Stub

I put this article in the Engineering Workgroup category as I wasn't sure where else it should go, or if perhaps an Automotive Workgroup should be created.

Also, this is at present more of a launching point for articles on the various OEMs and also the VIN system (which I work with daily). I hope to write articles on at least a few manufacturers as well as VINs over the next few days.
