All Citizens, including officials regardless of position or status, shall be bound by this Charter <u>and/or its amendments</u>, and no referendum or decision of any council or official shall contravene it.
In cases where local, regional, national, or international law voids or limits clauses of this charter or its amendments, all other clauses of this charter and/or its amendments shall still be effectual and be implemented consistent with law.  For example but not as a limitation, Citizens under this Charter shall not be discriminated against on the basis of their age but many nations have laws regarding juvenile or under-age participation online.  Such clauses in this charter shall be implemented consistent with the law.
