Changes to the [[CZ:Charter|Charter]] can be made by referenda as per [[CZ:Charter#Article 37|Article 37]] in two ways: either by petition the Management Council or Editorial Council, which, if approved, will be submitted to the citizenry at the next scheduled election, or by a group of twenty or more citizens agreeing by petition that a referendum on a particular matter should be held.  Such a petition need not be approved by either Council prior to being placed on the ballot of the next scheduled election.
