The Executive Committee works privately, in order to advise the Editor-in-Chief on relatively confidential matters.  It is carefully enforced policy that that group handles only matters that need to be private--as, for example, grant proposals and partnership proposals that have not been reviewed.  As a general rule, ''policy'' will not be discussed by the Executive Committee but in forums that have public archives.
