A carnivore is an animal that eats other animals in its primary diet. A cow, which exclusively eats plants, would not be a carnivore, but lions and tigers would be carnivores. The size of the animal does not matter, ants too can be carnivorous.
If an animal eats plants as well as animals, it is called an omnivore, and not a carnivore.
