The problem here is that many of these categories are placed by the subpages template.  So a change to the metadata template, i.e. adding a new workgroup will add a suite of new workgroup related categories to any page in the cluster. For sure, any of those pages that are edited will be refreshed in the category lists.  I've also noticed that at a much slower rate the categories will update without an edit but this can take days to weeks. I have no idea what the bug is that causes this problem. Is this how you understood the problem?  If so, maybe you can rephrase the question?
