In what sense, if any, is this true? Politically, it seems to have been understood that dominion status was in fact independence, subject to a few anomalies. Thus the dominions made separate declarations of war in 1914. Legally, there was no difference between a colony and a dominion until the Statute of Westminster 1931. Definition

In what sense, if any, is this true? Politically, it seems to have been understood that dominion status was in fact independence, subject to a few anomalies.
