Not sure about the basic definition here...

Even though it is from MeSH, the definition seems to encompass two assumptions. I personally agree with both, but it is quite possible to talk about health care reform, at least in the U.S. context, without both.

One is the idea of maximal or uniform coverage. The other is improving the cost-effectiveness of health care delivery -- for example, even if only certain workers received health care, it may be provided more expensively than is really necessary. There are strong regional variations in cost (and sometimes benefit) of comparable treatment in comparable facilities. There are significant differences in US costs with the costs in other industrialized nations, and, indeed, in the effectiveness of care. Howard C. Berkowitz 12:12, 16 August 2009 (UTC)
