Founded in 1981, the National Institute for Public Policy is a think tank focused on the changes in a non-bipolar world, including new deterrence models. It does have an established U.S. government contract for task orders for professional services. The Institute was founded by Keith Payne, who took over from William Van Cleave as Director of the Department of Defense and Strategic Studies, Missouri State University.
